"Water on the US-Mexico Border: Convergences, Divergences and Challenges"

Mexico and the United States share two principal river basins and several mini-basins along their common border. In this arid environment, characterized by a growing demand for water for each country's agricultural, urban and industrial needs, an unavoidable environmental dilemma has emerged. Fragile arid and semi-arid ecosystems are at risk; groundwater levels are sinking to dangerous lows; and public health is being threatened by urban, industrial and agricultural contamination of surface waters.

Among the various themes that occupy the agenda of diplomatic relations between the U.S. and Mexico, the theme of water has taken a top priority. Unfortunately, diplomatic discussions have not lent sufficient attention to the potential contributions of social scientists and local civil society groups.

The Border Water Project-a joint initiative of the Center for U.S.-Mexican Studies, UCSD and the Water and Society Program of El Colegio de San Luis-aims to formulate a medium-term agenda for bi-national research on these trans-border water problems. The project seeks to strengthen social science research on issues of water in the border region through creation of a bi-national network of researchers dedicated to the study of these topics. This network of key researchers from both countries is undertaking a critical revision of the existing literature in order to determine the state of social science on themes of water and society in the border region, and identify areas for future research.

Co-Principal Investigators for the Water and Society project are Steve Erie of the Center for U.S.-Mexican Studies, UCSD and Francisco Peña of the Water and Society Program of El Colegio de San Luis. The Project Co-coordinator on the American side is Carmen Maganda, a Ph.D. in Social Anthropology at Centro de Investigaciones y Estudios Superiores en Antropología Social (CIESAS) - Mexico Cityand a Visiting Scholar at the Center for U.S.-Mexican Studies at UCSD.
